Understanding how to submit HTML form data to Ruby

I can't grasp how to submit HTML form data to Ruby. I have seen that you can use frameworks like Rails and Sinatra and I have seen you can use CGI. I found the net::HTTP class as well.

What is the most basic way to get form data without using a framework? I would guess net:HTTP because it's a native class? I'm not sure where to start so I wanted to be pointed in the right direction before trying all of them at the same time.

In PHP you just set the
action=page.php
and in the PHP file you do
$_POST["email"]
. Is Ruby just more complex than that?

Any help would be great since I don't know what direction to go.
